Instructions

  1. Prepare Baking Dish and Oven: Line a 9×9 inch baking dish with parchment paper and set aside. Preheat the oven to 350°F (175°C).
  2. Make Cookie Base Dough: In a large mixing bowl, combine the melted butter, brown sugar, granulated sugar, vanilla extract, all-purpose flour, oats, baking powder, and beaten egg. Mix until just combined to form the cookie dough.
  3. Bake Base Layer: Press half of the cookie mixture evenly into the prepared baking dish using your hands or a spatula. Bake this base layer for 12 minutes in the preheated oven.
  4. Prepare Caramel Sauce: While the base is baking, make the caramel sauce by combining the unwrapped caramel candies and heavy whipping cream in a microwave-safe bowl. Heat in 30-second intervals, stirring after each, for 2-4 minutes until smooth. Alternatively, heat on medium-low in a saucepan, stirring continuously until smooth.
  5. Assemble Layers: Once the base has baked for 12 minutes, remove it from the oven and immediately sprinkle the chocolate chips evenly over the warm base. Pour the prepared caramel sauce on top of the chocolate layer.
  6. Add Top Crust: Crumble the remaining half of the cookie dough with your fingers and evenly scatter it over the caramel layer.
  7. Bake Final Bars: Return the pan to the oven and bake for 15-18 minutes or until the edges are lightly browned and the center is bubbly.
