Ingredients

  • 1 lb ground beef
  • 1 medium onion, chopped
  • 2 cloves garlic, minced
  • 1 packet taco seasoning
  • 1/4 cup water
  • 1 can (15 oz) refried beans
  • 1 cup salsa or enchilada sauce
  • 68 flour tortillas
  • 2 cups shredded cheddar cheese
  • Optional toppings: sour cream, chopped green onions, jalapeños, diced tomatoes

Instructions

  1. Preheat oven to 375°F (190°C) and lightly grease a 9×13-inch baking dish.
  2. In a skillet, cook ground beef with onion and garlic over medium heat until browned. Drain excess grease.
  3. Add taco seasoning and water to the skillet, simmer for 2–3 minutes until combined.
  4. Stir in refried beans and cook until well combined and heated through.
  5. Spread a little salsa in the bottom of the baking dish.
  6. Layer flour tortillas to cover the bottom, then spread a layer of the beef-bean mixture, followed by shredded cheese.
  7. Repeat the layers, ending with tortillas, salsa, and a final generous layer of cheese on top.
  8. Cover with foil and bake for 20–25 minutes. Remove foil and bake another 10 minutes until cheese is bubbly and golden.
  9. Let cool slightly before slicing. Serve with desired toppings.

Notes

  • Substitute ground beef with ground turkey, shredded chicken, or black beans for variety.
  • Add cooked rice or corn for extra texture.
  • Use hot salsa and pepper jack cheese for a spicier version.
  • Make ahead by assembling and refrigerating up to 24 hours before baking.
